Planning & Timeline

The Slough Central masterplan sets the vision for the regeneration of the Queensmere and Observatory shopping centre sites to provide a mix of new homes, town centre uses and amenities in the heart of Slough.

Planning approach – Queensmere Shopping Centre

Due to the scale of the masterplan, planning applications will be submitted in stages to support the phased nature of the proposals.


In Autumn 2021, an outline planning application will be submitted for the Queensmere part of the site.



What is an ‘outline planning application’?

The purpose of an outline planning application is to establish the principle of development and to set guidelines to control future development.


The outline planning application will be supported by a series of plans known as ‘Parameter Plans’ which set future design standards and controls such as:

The range of uses

Areas which can be built upon

Areas protected for public space

Key routes and connections through the site

Maximum building heights



This approach will allow the masterplan to adapt to the changing demands in the town centre.


Following the approval of an outline planning application, further detail will be submitted as ‘Reserved Matters’ planning applications – these will address matters like the design and appearance of the buildings and landscaping.

What will the Queensmere planning application include?

The outline planning application for the Queensmere focusses on the first exciting step in delivering vibrancy and activity to the town centre.


The Queensmere outline planning application will provide a framework to deliver:


1,600

Up to 1,600 new homes

10,000

Up to 10,000 sqm town centre uses

50,000

Up to 50,000 sqm office space


The remainder of the masterplan will be delivered through the future redevelopment of the Observatory site.

What about the Observatory Shopping Centre?

Whilst the Observatory Shopping Centre site forms an important part of the Slough Central masterplan, it will not be developed until much later in the overall development programme. It is likely that a planning application for the Observatory will come forward approximately halfway through the development programme – this is currently forecast to be c.2030.


At this stage, the Slough Central masterplan sets out the vision for how this part of the site could be developed in the future. The Observatory will not form part of the first planning application submission in Autumn 2021.
